Position Overview
Subject to administrative approval, serves as the Chief of the Bureau of Expenditure Accounting in the Office of Fiscal Services. Formulates and implements policy for the total management process of the Bureau, which has a statewide impact, and procedures that are in accordance with the Illinois Office of the Comptroller rules and regulations and Generally Accepted Accounting Principles (GAAP). Directs, organizes, plans, executes, controls, and evaluates the operations of the Bureau of Expenditure Accounting. Manages, directs, and coordinates through subordinate supervisors, complex accounting, reconciliation, monitoring, reporting and document processing functions on a statewide basis. Verifies adequate internal controls exist and documented for change to the statewide accounting system. Supervises staff engaged in the preparation and maintenance of complex expenditure accounting records.
Essential Functions
- Serves as the Chief of the Bureau of Expenditure Accounting.
- Directs, organizes, plans, executes, controls, and evaluates the activities and staff of the Bureau.
- Formulates operating programs and policies regarding expenditure accounting systems; manages and directs the development and maintenance of an agency-wide accounting system, supervises the preparation and maintenance of complex expenditure accounting records, and manages, through subordinate supervisors, an accounting unit fiscally responsible for receiving, monitoring, reporting, and evaluating agency appropriated funds involving state and federal funds and federal grant monies.
- Serves as a member of the management teams in researching issues of importance or sensitive and confidential in nature.
- Serves as full line supervisor.
- Manages through subordinate supervisors the coordination of the total contractual payroll operation and the document processing activities.
- Develops and monitors the budget for the Bureau for effective and budget conscious operations including development of the annual budget process.
- Meets with and confers with staff of other agency sections and with budget managers to determine financial status of obligations, client service funding, payroll, and special funding projects.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years college with courses in business fiscal or accounting.
- Requires prior experience equivalent to four (4) years of progressively responsible fiscal or accounting experience in a public or private business organization.
Preferred Qualifications (in priority order)
- Five (5) years of professional experience working with an automated accounting system.
- Five (5) years of professional experience working with state and federal policies and rules relating to state or non-state accounting procedures.
- Five (5) years of professional experience working with Comptroller and Treasurer policies and procedures, Federal and State statutes, administrative rules, and regulations relative to state accounting to ensure compliance with GAAP and GASB standards.
- Five (5) years professional experience ensuring procedures and reports are sufficient for processing and reporting and assisting staff with resolution of issues.
- Five (5) years professional experience providing responses to internal and external audit requests.
- Five (5) years of professional experience assigning work, providing guidance to subordinates, recommending counseling and /or discipline following collective bargaining agreement, training staff, approving time off, and preparing and signing performance evaluations.
Work Hours: 8:30am - 5:00pm, Monday-Friday; 1-hour unpaid lunch
